Long time seller of all things doujin related, DLSite is offering to localize any doujin game of your choice (or manga for that matter) as part of their anniversary campaign http://www.dlsite.com/eng/campaign/anniversary1 People can vote up to three titles from DLsite's existing stock. The game with the most votes gets localized pending permisson from the developers.

What's not to understand?

The company perceives a threat to their sales due to facilitated piracy (whether real or not), and there's the added bonus of a chance that stupid do-gooder international groups will pressure their government to restrict their businesses, further hurting their sales.

Sending out C&Ds doesn't require too much effort on their part, and if it can stop these projects, well...

Probably I have problems in understanding simply because I don't as real these threats. If we talk about the "facilitated piracy", those Japanese users who pirate games will pirate them anyways, whether there is an English pirate audience or not, and the Western pirates wouldn't buy the game anyways, while those English speakers who want to support them might actually buy their games, increasing their sales.
I don't think the second issue you mention is really probable, and those "stupid do-gooder international groups" have already done and will do that in future, whether a translation for a game like this will get an English translation or not.
However, I guess the major issue here is about perceptions. I don't know how a Japanese company perceives an English translation of their works, but probably most of those companies fear the threats you talked about. On the other hand, Western community tends to see C&Ds like a form of racism. I won't go as far as really calling this C&D racism, but I guess a lot of people will see it this way.
However, i don't really care about this C&D, since I couldn't care less about this game and I don't use English patches to read novels. It's just that I don't like to see C&Ds for games that don't look like that dangerous exposed to a Western audience. I mean, this doesn't look like a silly nukige where you go around the world brutally raping all the girls you see before you.

Anyways, it irritates me to see official sites blocked for foreigners visitors and sites where you see "Overseas can't buy/download this game" (actually in most cases you can download or buy those games without any difficulty, expecially when they're sold on DLsite or similar sites)

Yeah you can thank the international lobby groups for that one. Pretty much all the IP blocks started happening after the Rapelay incident and "This game is meant for sale in JAPAN only" messages started appearing with much higher frequency after that. You say the second point I mentioned is not probable, but it has already happened once before and can easily happen again (In that case, there wasn't a translation patch involved at all, just to clarify, however the whole incident was sparked when a certain game caught the attention of Western media and everyone decided to jump on the bandwagon).

The other thing I forget to mention is that if your game gets a fan-patch out then there might be less incentive for any company to license it and release overseas due to market saturation issues (although apparently JAST and MG's market plan currently is the exact opposite, picking up fan-translated projects and translation-in-progress (this one makes a bit more sense) projects left and right)

I saw a post somewhere (I forget the details) where someone on the Japanese side of the industry said this was the real problem with fan translations - not pirating, not the loss of potential Western licensing opportunities, but this shit. When someone gets a hair up their ass when they discover "omg teh horrible pr0n" on their child's computer, who are these outraged fundamentalists going to go after - a few fan translators on the Internet, or the company whose name is plastered on the game? (Hint - it's the one with the money.)</rant>

I was surprised when I read the license agreement for Period that it didn't say "thou shalt not play outside of Japan" like I was expecting. It just warned "the sale and play of this product in other countries is subject to punishment according to the laws and ethics regulations of that country."
