It's probably a publicity stunt.

They could live up to the claim if CERO hands out a Z rating (for graphic violence; they don't allow pornographic content to get through, and Microsoft certainly doesn't). However, I doubt we'll see even that.

you can still have nudity, sex and fanservice.... as long as it doesn't show the private parts then it should be "OK" for the console. (yes, I've seen nudity on PS2 western games)

I still don't get why do we have VNs as either adult rated (p0rn) or everyone (with luck you'll see some panties shots)!

Well, Deathlori is one example of an 18+ PC visual novel without H scenes*..

*No H scenes, but there ARE sex scenes - they're just the kind you get with PS2 etc. ports of VNs where sex is part of the plot and can't be entirely removed, but is not described and shown in detail as is the norm with H scenes.

PC visual novels actually come with three ratings: everyone (Clannad, Little Busters, etc), R or 15+ (Chaos;Head, Oretachi ni tsubasa wa nai prologue, etc), and 18+ (you know titles for these already I hope XP)

still no word on when (if ever) they will start selling digital anime to people outside USA or Canada. (let us admit it, some animes are not worth owning, they are just good for a single viewing, digital distribution is best for that, IMHO*).

* I know that it is not upto them to say, but upto the licensor (English!). But hey I had to say (type) it.

The way I understand it, companies can make whatever games they want for PS2 and Sony will not do anything about or, more accurately, Sony no longer care about it (including Adult games*).

All they say is that you need dev kit for 10250 usd, not that you are not alowed to make PS2 pr0n

There are a few points that need clarification first:

a) Does this model apply outside Europe? SCEE's goal is to encourage Eastern European developers to make games, but nothing's been said about dominant markets like Japan or North America.

b) Are developers required to partner with licensed publishers? While concept approval might be waived, the average Joe can't easily burn or press workable (usable in unmodded consoles) PS2 discs.
