I decided to finally play Kanon with the patch and indeed as the OP stated, the voices in Shiori's route stop on Dec 28th.
“Actually anyone using the NDT patch will encounter the same problem!”

After scanning the decompiled SEEN files (with a fresh downloaded patch from NDT's site), I found the scene in question “SEEN0423.ke”, and it contains no koePlay fuction call at all.

I still had an old install of the Regular Edition of Kanon with voices installed using Haeleth's vAVG32e voice patcher and indeed the voice on that day and onwards do play, so this is clearly a buggy translation patch.

Here’s a list of all the seen files missing a call to koePlay for anyone interested:
(Btw I haven’t checked to see if all these should actually contain voices)

I doubt NDT will give a rats ass about this bug but you have to admit, it’s annoying as hell reaching almost the end of a route and all of a sudden it’s like day turning into night when something like this happens.

For anyone that cares:

The voices do indeed drop out on January 28 of Shiori's route if you are using the NDT patch.

However, they kick back in on January 31 and stay on through the end of the route.

I didn't find it a particularly big deal since the PC version of the game is supposed to be unvoiced anyway.

The uploader of http://www.youtube.com/watch?gl=JP&hl=ja&v=eUmJru61PfY seems to have a seen.txt file that plays the voices, and sent links to it to the people who asked.

Anyone have any idea why that would make a difference/how he got the working file?

^Update! The guy with that video sent me the link; it had a bunch of extra SEEN files that seem to patch the main seen.txt to add voices to the scenes missing them. He seems to have got them from one of the in-progress versions of the translation patch:

They just go in the main Kanon directory, next to the main seen.txt file.

WARNING: Adding them will probably corrupt your saves, at least for scenes other than the ones they fix. You can take the new SEENs out again and they should once again work.
