Does anyone have information about the tool called "GameViewer", coded by a Chinese programmer known as preftechna?

It seems it specializes in viewing 3D models, though I didn't push my investigation very far, because the version I tested does not have an English localization.
Since there are a few Chinese-speaking visitors around, can anyone knowledgeable provide some information?
